WinFF is essentially a graphical interface for “FFmpeg” and is available for Windows and various Linux distributions. WinFF comes with a large amount of presets for many devices, therefor you do not have to manually input things such as resolution, bitrates, etc.

Note about converting videos to specific bitrates
With WinFF, the preset for each setting control the average bitrate of the output video. Although enabling the “Options” button will allow users to specify the video's bitrate and other attributes, it generally do not work and require the user to edit the command line of each specific presets. To do this, go to “Edit -> Presets”, then click “Add/Update” to save the change. Although if you are unsure of how to edit the the ffmpeg command lines, it is better to leave the settings alone in case they get corrupted.


Hints
*If you have a multicore CPU, it is highly recommended to go into WinFF's Preferences and enable “Multithreading for Dual Core Processors”.

*Another good software for high quality videos conversion, yet with easy to understand interface is
AutoMen.

*For more advance video converting (that require extra options, filterings, subtitles, etc) I use
Avidemux which is an excellent converter and editor with many features. My favorite converter remains StaxRip for the purpose of high quality x264 compressioning.
